GSTR-9 is an annual GST return that includes:
• All your sales (outward supplies) and purchases (inward supplies) for the year.
• Details of taxes (CGST, SGST, IGST) you paid or received.
• A summary of your business transactions and tax details.
If your business turnover is up to ₹2 crore, filing GSTR-9 is optional. But if it’s above ₹2 crore, it’s mandatory.
The following must file GSTR-9:
• Normal Taxpayers: Regular GST-registered businesses.
• SEZ Units and Developers: Businesses in Special Economic Zones.
• Taxpayers Switching from Composition Scheme: If you moved from the composition scheme to regular GST during the year.
• Composition Scheme Taxpayers: They file GSTR-9A instead.
• Casual Taxpayers: Those doing occasional business.
• Non-Resident Taxpayers: Foreign businesses operating in India.
• Input Service Distributors (ISD) and OIDAR Service Providers: They have different rules.
1. GSTR-9: For regular taxpayers with turnover above ₹2 crore. It covers all financial details of the year.
2. GSTR-9A: For taxpayers under the composition scheme, summarizing quarterly returns.
3. GSTR-9B: Not mentioned in detail here, but it’s another subcategory (rarely used).
4. GSTR-9C: A reconciliation statement for businesses with turnover above ₹2 crore, matching GSTR-9 with audited financial statements. It must be certified by a Chartered Accountant or Cost Accountant.
If you’re under the composition scheme, you file GSTR-9A instead of GSTR-9. It includes details from your quarterly returns. You don’t need to file GSTR-9A if you’re:
• An Input Service Distributor.
• A non-resident taxpayer.
• Subject to Tax Deducted at Source (TDS) or Tax Collected at Source (TCS).
• A casual taxpayer.
GSTR-9C is a form that matches your GSTR-9 data with your audited financial statements. It’s needed if your turnover is above ₹2 crore and requires an audit. A Chartered Accountant or Cost Accountant must certify it.
• Above ₹2 crore: Filing GSTR-9 is mandatory.
• Up to ₹2 crore: Filing is optional.
• Businesses with ₹20 lakh (services) or ₹40 lakh (goods) turnover must be GST-registered and file GSTR-9 if above ₹2 crore.
The due date for GSTR-9 is 31st December of the next financial year (e.g., for FY 2023-24, it’s 31st December 2024). Sometimes, the government extends this date through notifications.
GSTR-9 has six parts to fill in details from July 2017 to March 2018 (or the relevant financial year):
• Monthly GST Returns: GSTR-1 (sales), GSTR-2A (purchases), GSTR-3B (tax summary).
• Annual Financial Statements: Profit and loss statement and balance sheet.
• GSTR-9C (if applicable): Reconciliation statement for businesses with turnover above ₹2 crore.
• You must be a registered regular GST taxpayer for at least one day in the financial year.
• You need to have filed GSTR-1 and GSTR-3B for the entire year.
• Some tables (like Table 6A and 8A) are auto-filled from GSTR-3B and GSTR-2A and can’t be edited.

If you miss the GSTR-9 due date:
• Penalty: ₹200 per day (₹100 for CGST + ₹100 for SGST).
• Maximum Penalty: Up to 0.25% of your annual turnover.
• No late fee applies for IGST.
• Subcategories: There are four types of GSTR-9: GSTR-9, GSTR-9A, GSTR-9B, GSTR-9C.
• Composition Scheme: If you switched from the composition scheme to regular GST, you must file GSTR-9 for the regular taxpayer period.
• Online Filing: GSTR-9 can only be filed online (no offline option yet).
